It's part of their Atlantis/Arcanum line and is worth very little.  I think I paid a buck for my copy.

That sounds about right to me.  I would probably add a bit more on the lower end because a lot of auctions only have 1 or 2 bidders so $5-$15.

Looks to be in nice condition for $10, so if you want it, it's a good price.
Postage is a pain, and it's the price of postage that's now causing the downturn in eBay prices. People are willing to pay what they always were, it's just that they are more careful about squandering that money on postage which has no real value, and so unless you can find other items from the same seller, you're less inclined to bid. Less bidders means lower prices accross the board.
