Could anyone recommend a 1st Ed (or possibly 2nd Ed) book that has a good number of NPCs?

I've got the Rogue Gallery and JG Personality books, but wondered if there are any others that are worth a look, even if they are Campaign setting specific?

This is not what you asked for, but I'm sure like most DMs you adapt and use bits and pieces from whatever to make a lively campaign. This just got released this month:

Friends or Foes

It's a selection of like 37 NPCs that are fully fleshed out and interconnected narratively. There is a small stat block for each that is specific to the RPG it was designed for (Dragon Warriors) but really it's fairly easy to take those stats and map them to 1e.

I do not own the product yet - just what I've read from the link above (they have a 10 page preview that samples a couple of characters).

It may be worth a look at the sample to see if you might be able to extract some value from it in your campaign.

I am the Forgotten Realms-type guy, so I suggest Heroes' Lorebook and Villains' Lorebook.

Isn't there an AD&D FR NPC book, is it Hall of Heroes?

Yes, it is FR7. It was later subsided by the two books I mentioned, updated with new characters and changes in existing ones after a lot of novels.

I don't believe there are any stat blocks though (they are all zero level). But from what I have read the personalities of the people more than make up for lack of stats.
