They have to go after you via a collections department or agency to get their cash. And you can damn well bet they will.

The most they can do in the UK is set your account into a negative ballance and freeze access to your account until such times as your account is brought back into credit. They can however claim funds sent to your PayPal account from subsequent transactions, and search their accounts for other PayPal accounts held by you and freeze those also. As regards making an unauthorized withdrawl from your bank account or a credit card on your account, in the UK that is a big no-no.
