Need Advice on Buy.com Transaction Gone Bad

You guys are the smartest bunch out there so I figured I'd ask here rather than troll the net for advice.  Back on September 22, 2006, I ordered the Ptolus City box set for $72.96 from buy.com.  I had never ordered from buy.com before and thought they might be a good alternative to Amazon, plus Noble Knight had already sold out of this box set.  I ordered with my Paypal balance and not with a credit card.  Months went by, and I received nothing.  By September, 2007, (that's right, one year later) I received an e-mail from them saying they tried to initiate a refund via Paypal but could not since Paypal does not allow refunds after 90 days.  They asked me to fax them my credit card information and they would put the refund amount on my card.  I didn't want to fax my credit card information to them so I replied that they could just Paypal the amount back to me and I'd take the loss on the Paypal fees, or they could just send me a check with a charge for postage and handling.  I have not heard anything back over the last few months even after repeated emails.  And they have no phone number anywhere that I can find on their website.  What can my next move be?  Whom would I file a complaint or complaints with?  Any advice appreciated, thanks!

The message indicates this number is their sales hotline, but listening to the message, customer service is option 3.

I would give them a call tomorrow and discuss available options at this point.

PS One of the reasons I stopped buying from Buy.com is that they made it difficult to contact their customer service when things weren't quite right with an order.

They do seem to have an "A" rating from the Better Business Bureau.

The BBB site provides the name for the Director of Customer Service as well as the phone number.  Also, you can see how many complaints they have had filed against them in the last 36 months.  AAA is the highest rating, but A really is fairly good.

In the past, I used Buy.com to purchase movies on DVD and computer components, but their online coupons seemed to dry up. NewEgg.com (shameless plug) is a great place for PC components and their customer service has been fabulous.

Newegg is good, but you need to keep in mind that if ANYTHING goes wrong during shipping, they cancel the whole order and leave you eating the shipping cost.
I don't know much about buy.com, but Gaypal should be able to rectify things, after you jump through 20 hoops like a toy poodle.

I tried to register a dispute with Paypal but Paypal said:

"Thank you for registering your complaint about this transaction. Unfortunately, this type of transaction is not eligible for PayPal dispute resolution. We encourage you to continue to work directly with your seller, as we have found that many misunderstandings reach amicable solutions through communication."

In essence, Paypal washes their hands of it, so I'll have to try to call customer service at buy.com... we'll see how that goes... thanks for everyone's advice so far.

You can also charge them with fraud. That will make them perk up.

Buy.com is a big company.  I've purchased items from them over the past several years and they have always rectified any issues.  You need to get your CC info to them one way ot another so they can give you a refund.

I think paypals refund policy is only for ebay purchases and then only to a confirmened address with proof of postage...
