I wasn't able to access the site for a several weeks, but I had happened to run back over some ebay auctions a few weeks ago for RPGA auctions and see that the seller was getting neg'd.

There are quite a few ways a Seller can get Negative FBs removed. Usually it happens when the Buyer has Messaged threats or something shady and eBay determines that the Negative was unfair. If that seller didn't ever ship the RPGA items to the buyers as it looks to be from the remaining two Negatives on the Ravenloft items, there is no way eBay would side with the Seller - the Seller would have to at least attempt to ship the items.

Sad to see that regardless. Looks like the Seller flaked on the Ravenlofts, would be easy to assume the same happened on the others.
