Perhaps Arnaud's copy of Races of Eberron included a promotional sample chapter of The City of Towers.

I bought my copy of Races of Eberron new, and mine didn't have that - I have to assume that later (or earlier) print runs either had them attached to the spine, or the retailer inserted it as advertising.

I pretty much bought all 3rd edition stuff straight out of the shipping box the day it released (I was working at a game store during that time period). Early copies probably all included the promo, later ones didn't. I don't think there was ever a second print on this particular book.
