In fact, a private buyer is just as likely to be a collector who is going to seal the item in a plastic bag and stow it away in a box in the basement as he is to be a player that will use the item to game with. A re-seller is just that - he has zero intention of keeping the item, but will turn around and sell it ASAP. He is the one LEAST likely to keep the item on a shelf and not use it. So that logic is backward, when you think it through.
