Generally speaking, paper is fairly porous and paint bonds to it fairly quickly. You can try gently rubbing a bit of alcohol on it, but you risk smear and damage to the paper. Also, you may want to try using a razor to "scrape away" as much of the surface paint as possible. Good luck!

A very slightly dampened Mr. Clean Original Magic Eraser might also work if it was an acrylic paint. Make sure it's the "original" style if you do, the others types might discolour the paper.Best wishes!
