I copy their statement that they no longer want the item. Then I go on eBay and click on the item links that cancels the transaction and include their quote in the reason for canceling. Then I tell them they need to accept the cancellation once eBay sends them an e-mail that the sale has been cancelled and they approve. Then I block them from ever bidding on my auctions ever again. Then you add their eBay ID to the shady buyers thread so everyone else can block them found here:
