I haven't found it terribly hard to find.  Every few months I see 2nd Ed D&D items in French for sale in Quebec, Canada.  They seem a lot easier to find than 1st Ed French items.

The one pictured is not Transecom edition... It is TSR one. It is easy to find.

It exists a Transecom edition of the French PHB though. The cover is the same, but the text is slightly different in it. Transecom was the publisher of TSR products in France during a few years, and so they printed another version of this PHB. On the cover you can read "Règles Avancées de Donjons et Dragons" instead of "Advanced Dungeons & Dragons" (as on picture)
The Transecom version is HTF, and could go for 50-60€ if in excellent condition. 25-30 for a poor one.

Le Grog is a good source for recent products, but not for a collector and for old items (a lot of mistakes, especially in the prints/editions)

Adventures in Austerion : a fantasy RPG, with boardgame mechanisms and modular battlemap. By Guillaume Tavernier and Géraud G.
