I think that is fine from both a sales and copyrighting standpoint.  I think if you were missing one of the booklets and had a photocopied version instead, then you would be getting dicey.  However, you need to make sure it is clear in your auction that the ref sheets are photocopies, as it does affect the value of the item.

I'll definitely mark them as a photocopy and mention that it is a photocopy. I'm not trying to pull the wool over anyone's eyes. If anyone wants the real thing, they do occasionally pop up on eBay.

This particular set is a 6th edition. Can't really tell if they were Xeroxed or printed, but am leaning toward Xerox.

Whenever I include a photocopy of something as a replacement - say map page for a module, I always make a BIG note of it.
I go even further by stating the item does not incude "X", but I will include a photocopy of "X" for reference.
This way there is clear identification of what you are auctioning and what you are throwing in as an "extra".

That doesn't technically make it any more legal... but I do agree that is the right way to do it.
