Advice on Ebay feedback system

I recently left a neutral feedback for an item I received ["Dungeons and Dragons Kingdom of Ierendi" auction]:

"Map was in 4 ripped pieces - no alternative offered"

This was based on me letting the seller know the map was in 4 pieces (not described that way in the auction) and the seller ignoring me (I never heard from him).

I just checked feedback today and noticed this reply under my feedback:

"I offered return and refund. Buyer didn't reply"

I can understand folk want to defend their feeback and I'm not overly concerned by this comment, but, given that this is basically untrue how would I respond to the response?  There doesn't seem to be a button or link to enable me to do that?  Am I missing something or is that 'right of reply' not avaialbe to buyers?

As a footnote - I think that this seller is genuine enough - I had sent him a message on a separate auction of his that was missing the set of dice ("complete box set") and he forwarded another set to me.  I'm guessing he just missed or forgot my message on the ripped map and responded as above.  This is really a general query on how buyers get the 'right to reply' to feedback left.

How long did you wait for a reply? I have had instances where I receive an email alert 24 hours before the message shows up on my EBay account. Other times, the message never shows on EBay at all.

Probably near two weeks from my first email (I sent a few) - I was waiting for the dice to arrive on the other auction prior to leaving feedback.  As I say, I think this seller is OK - he probably just missed it as he sells a lot of stuff.

And thanks to TheHistorian ....  ebay help ... DOH !  Why didn't I think of looking there  :oops:
