Change in paypal disputes

Better pay by credit card with paypal because the resolution center is now turned over to ebay and they are handling disputes, unless you call into paypal by phone. If you do file a dispute through ebay paypal will no longer allow you to file a claim. Don't know when this changed, but it is an extremely frustrating experience.

I'm not sure if it matters anymore since paypal seems to be just another ebay department. In the past paypal seemed to take disputes more seriously than ebay and handle them more porfessionally. For example, I didn't realize before today that they were linked and started a complaint process with ebay, they passed me off to a live ebay rep, but this guy was from the account department and was only there to handle the overflow.

What I would do in the past is start the process with ebay, contact the seller, file a complaint if I needed to, then dispute the transaction with paypal and file the claim. Right now I don't even know if I can file a claim with paypal (for money) because I am locked into ebay's complaint system.

I have no idea where the process overlaps and the rep I called had no idea, and the paypal reps said they couldnt do anything because it was in ebay's hands.

I can't see any online way of keeping it in paypal's hands except to phone them from the start and have them enter the dispute themselves. (Which I wish I'd known from the start of this mess).

So that and an hour on the phone finding all this out is why it was frustrating.

       For full refunds, we'll continue to refund the percentage (e.g. 2.9%) on each transaction but we'll retain the fixed transaction fee. (Typically $0.30.) Pricing for partial refunds is not changing.


I changed my account to Paypal preferred.  Big whoop.  That's the way I get paid most of the time anyway. :P  Still, it's another unnecessary hassle.

I'm not sure what the Paypal preferred program is but Ebay used to charge $25 for a chargeback.  But I don't really know many people who used this since the Paypal version didn't have a charge.
