This appears to be an alternate "printing" of random number Dragon Dice. The pack that is widely prevalent is the one shown on The Acaeum.

That being said, it's possible that a variant with different colored dice and staples through the packaging was produced, but additional examples would need to be found to validate it.

Indeed, and not knowing 100% what is included isn't great. A bit of a gamble, but it might pay off for someone.
