There are two issues here.

Firstly, In the UK you cannot buy something with a credit card or a bank account until you have used up any PayPal balance. NEVER pay with PayPal balance unless you are willing to hand all control over the transaction and your protection to an AH in PayPal.

Solution is to transfer any balance out of PayPal as soon as it is there.

The second issue is that some sellers have accounts with PayPal that do not accept credit card paymants. There are not primary accounts if the seller has a 1300 feedback. I would strongly suggest NEVER buying from a seller who will not accept a credit card payment. You are giving away all your protection and again resigning any future dispute decision to the whim of some AH in PayPal.

ALWAYS pay with a credit card in full, and then pay your credit card the money you owe them. It is the ONLY WAY you retain control ver any dispute when it happens.

If a seller is dishonest enough to tell you they can't combine shipping and then will not accept credit card payments, be very wary. You can always withdraw from the transaction and refuse to pay unless they accept payment on your terms. Phone PayPal and ask them how to process the payment if you need to, and if you don't get where you want to get to, open a dispute asking that the seller accept your payment via PayPal and Credit Card if it turns out to be the seller's doing.

I was just drawing the comparison that in the UK we cannot buy from a credit card until we have used our PayPal balance, and that maybe the issue was that in the US you could not use a credit card until you had used up the PayPal balance because that's what the symptom described seemed to indicate.

In the UK a seller cannot block or refuse Credit Card payments but again, I am drawing a comparison to the US, and expecting the reader to check to see if the US PayPal system is the same as the system here in the UK.

A simple phone call to PayPal and then the seller would give the exact answer to the problem and end the need for all the questions and speculations. Failing that, I can only offer advice based on the way PayPal here in the UK works.

At 1300 feedback, I'd suggest the seller is either trying to screw as much money out of the buyer as possible, and is therefor dishonest, or is plain and simple bone idle and couldn't give a F whether the buyer wants an honest transaction. Claiming not to understand PayPal and eBay after 1300 feedback is akin to claiming not to understand how to give change when you short change your customer at the checkout and you've been doing the job for years. Claiming to be stupid is no defence for dishonesty or downright ignorance or laziness. We're not talking about a newbie here. We're talking about someone trying to screw the buyer for as much as they can squeeze out of them.

There is no point in apologising for, or defending that sort of action. The seller could atleast be upfront and honest and say "FU. Pay me or GTF." At least then you have grounds to complain to eBay for breach of shipping charges policy.
