This is the less effective version of sniping.  If you can't bid late, increase your bid by small amounts so as to minimize cost.

That said, it could be a shill.  And since he stopped at your bid and didn't go to $24, that's telling.  But it'll be hard to prove.  If he had gone over your bid and retracted, leaving you stuck at your maximum, then you'd definitely have something.

I realize it may not be shilling as well, but whoever it is definitely was doing it to jerk you around.  I recognized that account do the exact same thing on multiple auctions, never trying to wind up the winner.

My suggestion is to only snipe your auctions.

Good piece of info that though, and 'prvteye' and 'prvteye' is too much of a coinsidence.
That second auction would seem to prove the guy is deliberately being an asshole, IMO. Don't ever remember the guy posting here.
