What is a good humiduty to store your collection at?  Our humidity here is dry as a popcorn fart except the humidity in my basement is 65%(This is where I keep the majority of my collection by the way).  Humidity upstairs is closer to 20%

He's right, but there is a practical work-around that can make basement storage an option.  I've done this with some paper items and it worked fine.  What I did was place items in solid storage boxes and then double wrap them in hefty plastic bags, making sure you tie them up tight.  You also need to have them elevated off the floor and ideally not touching the walls either.  If the bags get punctured or the twist ties come loose, you're screwed.  But the temperature in basements are usually quite consistent and cool enough to do no damage to your items.  The main issues with basements are water(humidity or flooding) and bugs.  Plastic bags can make those problems not a problem.
