And, I wasn't ignoring the question. I have no idea how a non merchant account functions. I guess after a while you start taking the reports for granted and forget that they add value for your business. Downloading from Paypal is definitely viable, but it is hard to figure out what is going on with some of the coding. Takes some time to understand all the debits/credits.

Well, shocking news. Despite being able to prove I posted it and my argument being that the seller desperately wanted the item and waited over 2 weeks before contact, ebay idiots have come down in his favour. I'll give up even a little bit of sales that I do now, or at least ramp up the postage to cover recorded/signed for delivery. So the buyer ends up paying more....

"International signed for" is a non-trivial add-on given how expensive international air or surface mail is in the first place but it's still far, far cheaper than what it costs to send anything that can't fit in a fixed rate envelope from the US...

Do /not/ use Airsure since that is "fully tracked" but only translates to "Delivery Confirmation" in the US which is inadequate for eBay. Multiple individuals at my local Post Office assured me that it was signed-for, etc., which shows what they know. They were still more than happy to charge me for the worthless £500 compensation, though...

I need some advice, please. I shipped a package to Germany on 9/17. To Frankfurt, so would expect relatively rapid delivery. The buyer emailed me today that package has not arrived. So it has been 3 weeks. How much longer can I reasonably ask the buyer to wait? I have never had a package go missing, but knew there would be a first time.

I sent it by the least expensive option offered by the USPS. At just over two pounds it cost $21.02 to ship. So the next piece of advice I need is about international shipping methods that are trackable, or insurable.

I would think it can take into 4 weeks. But it sounds like its 'lost'

Priority Mail International is the only service you can use from US to the world that is insurable. It's trackable as well, but only point to point. As in, it will tell you when it leaves the US and when it arrives in Germany and that's about it. Minimum prices start at $40, but it's the only way you can cover yourself at all shipping internationally. I usually make the call if I can afford to eat the item or not, if not, Priority is the only way I ship.

Buyer just sent me a message that the book arrived today. Lesson learned, though. I need to re-think my limits on what I will send without some means of tracking. Thanks for your advice.
